The Cosmos Excel add-in has been deployed for you, but you are not able to see it in Excel Online.
The following resolutions are included in this article:

Resolution 1: Allow the Excel Online Page if Using an Ad Blocker
In some cases, ad blockers installed in your browser may block the code the Microsoft uses to push Excel Online add-ins to your browser. If you are using an ad blocker, ensure that the Excel Online page is set as an allowed page in the ad blocker. Specific details will vary depending on the ad blocker, but it can usually be done by having Excel Online open in a browser tab, clicking the ad blocker, and then clicking a button to have it not block content for the page.
Resolution 2: Make Sure You Have Been Assigned an Office 365 License
If your user has not been assigned an Office 365 license, it is possible that when you create a new report in Cosmos, Excel Online will open in a new browser tab, but in a limited capacity that does not enable Excel add-ins. Check with your administrator to ensure that you have been granted a license for Office 365.
