Issue
The Cosmos Excel add-in has been deployed for you and you are able to see it in Excel Online but not in the Excel Desktop application.
The following resolutions are included in this article:

Resolution 1: Manually Refresh Your Excel Add-Ins
In some cases, your Excel Desktop application may not be refreshing the add-ins that have been published to you by your administrator. To manually refresh the Excel add-ins available to you, open Excel Desktop and navigate to Insert -> Get Add-Ins
Next, click on Admin Managed to see the list of add-ins that are managed by your administrator. If you do not see the Cosmos Report Editor listed, click the Refresh button to make Excel refresh the add-ins that have been published to you.
If the Cosmos Report Editor appears, click on it and then click Add to add it to Excel.
Resolution 2: Make Sure You're Signed in with Your Work Account
It is possible in Excel to log in with multiple Microsoft accounts; some of them can be work accounts and others can be personal accounts. If you are logged in with both, ensure that the active account is your work account that the Cosmos Excel add-in was deployed for.
To change your account, click your current Excel profile in the upper-right corner of Excel. You will see a dropdown list of all accounts you are currently signed into Excel with. Ensure that your work account it selected and then restart Excel.
