Overview
Once Power BI is added to your Cosmos license there are a few steps to get everything turned on. This article will cover how to do this.

Add Power BI Roles to Users
When Power BI is added to your license there will be two additional user roles that are made available in the Cosmos Portal:
- API User: This is a role that is available to Full Users in Cosmos and enables the user to connect to the Cosmos API to extract data using Power BI or the ODATA connection in Excel. This is meant for people who will be creating and refreshing data.
- Power BI Viewer: This role is available to Full Users or Lite Users and enables the user to view Power BI reports that have been shared with this. This enables the Power BI section to be visible under Reporting
You will want to add these roles for any users that should be able to leverage Power BI capabilities in Cosmos.
Allow Power BI to Connect to Cosmos to Pull in Data
In order for Power BI to connect to Cosmos to pull data, someone with the Administrator role in your Entra tenant (this is where Microsoft accounts are administered and this is typically an IT function) will need to have the API User role assigned to them. Once this is done, in the Cosmos Portal they can navigate to Administration -> Power BI and click the "Grant Consent" button:
They will then accept the "Permissions Requested" screen that pops up:
At this point Power BI can now pull in data from Cosmos.
Enable Power BI Reports to Show Up for Users
Lastly, a user with the Administrator role in Entra will need to navigate to the Reporting -> Power BI section. The first time this is done, the user will be presented with a "Permissions Requested" screen that will enable Cosmos to talk to Power BI to determine which Power BI workspaces and reports have been shared with the user. You will want to click the "Consent on Behalf of the Organization" checkbox so this doesn't need to be done for each user.
